Okay, strange question, but what is your muse's concept of loyalty?

First thing's first, it has to be earned. Every person get's an even chance. Authority figures gets something of a free pass in some regards. Chain-of-command is itself a system he can put faith into. How far that trust and loyalty extends depends greatly on how the people are treated, and how things are run. Most of the time, once it's there, it sticks.

On a more personal level, once he's thrown in his lot to a person, they are essentially stuck with him for life. It could be compared somewhat to a dog? The ones that are strangely standoffish, barks at you, wanders around all over but will come over to check on you every once in a while. (I would have said cat, behaviour fits better, but they move in mysterious ways and are unknowable to the minds of humans, also they will leave if kicked.) This does mean however, that he doesn't bail when most sensible people would have done so have a leak and 15 buckets of water ago. Survival instincts go out the window.

For co-workers, the loyalty lasts from job to job. He tries to keep everyone out of any bad fallout, or gives a warning if something comes up, as well as that everyone gets out alive and back to where ever they need to go.

It should be noted that if anyone reaches the more personal levels of loyalty, it doesn't really matter what they do. It's not like he'll leave them to be mauled by wolves or anything. If something comes up and they do need help, he'll provide it, even if that then becomes the only form of communication between them.
